For a country surrounded by the Gulf but heavily dependent on imported food, Kuwait is looking beneath the surface for a new answer to one of its most important economic challenges. Aquaculture, once a relatively small part of the country’s fisheries sector, is increasingly being viewed as a potential pillar of national food security and a new investment opportunity.
The timing is significant. Kuwait’s natural fish stocks have faced pressure from overfishing, pollution, urban expansion and environmental change, while domestic fisheries remain unable to satisfy national demand. Kuwait Institute for Scientific Research (KISR) estimates that local fisheries meet only around 30% of the country’s fish demand, with imports supplying the remainder. Meanwhile, Kuwait’s investment authorities have highlighted estimates that around 85% of local fish and shrimp demand is met through imports, underlining the scale of the supply gap. That gap is turning aquaculture from an environmental discussion into an economic proposition.
Kuwait is not starting from scratch. KISR has spent more than five decades researching marine ecosystems, hatchery technologies and fish farming. Its work has included commercially valuable local species such as Sobaity, Hamour, Shaam and Zubaidi, alongside research into Australian seabass. The country is also exploring technologies designed specifically for a water-stressed, environmentally sensitive market. Recirculating aquaculture systems, or RAS, can continuously filter and reuse water, making them particularly attractive in a country where freshwater is scarce. Kuwait has also developed expertise in low-salinity farming and has worked on RAS-based cultivation of Shaem, demonstrating that advanced systems can be adapted to local conditions. For investors, this matters because Kuwait does not necessarily need vast conventional fish ponds to build a sizeable industry. Technology could allow production to take place in controlled facilities where water quality, temperature, feeding and fish health can be monitored more precisely.
The economic argument is straightforward. Every additional kilogram of fish produced domestically can potentially reduce reliance on overseas suppliers, shorten supply chains and improve resilience against international price and logistics shocks. Kuwait’s General food-security strategy is increasingly looking towards technologies that can generate more output from limited natural resources. Its investment promotion authority specifically identifies RAS for fish farming, biofloc technology for shrimp cultivation and floating cage systems as promising approaches capable of increasing aquaculture production and creating investment opportunities. This creates a broader business ecosystem. The opportunity is not limited to fish farms. Hatcheries, specialist feed production, water-treatment technology, cold-chain logistics, seafood processing, monitoring systems and aquaculture equipment could all benefit as domestic production expands. The most attractive opportunity may therefore be the creation of an integrated seafood value chain rather than simply building more farms.

A separate study published in March 2026 in the Journal of Applied Ichthyology offers an important assessment of Kuwait’s position. Researchers Haya AlQuood and Abdulrahman Ben-Hasan argue that Kuwait’s aquaculture sector remains underdeveloped but possesses considerable potential for expansion, diversification and more sustainable production systems. They emphasise that increasing production, diversifying farmed species and strengthening domestic supply chains will be crucial to improving Kuwait’s seafood security.
That research suggests Kuwait’s challenge is no longer simply whether fish farming is technically possible. The bigger question is whether it can become commercially competitive at scale.
Kuwait has several advantages, including strong scientific expertise, substantial purchasing power and a large domestic market that already depends heavily on imported seafood. Yet the obstacles should not be underestimated. Aquaculture is capital-intensive, and operating advanced systems requires reliable energy, sophisticated water management, specialist expertise and strict disease control. Feed costs can also affect profitability, while environmental regulations must ensure that expansion does not create new pressure on Kuwait’s fragile marine ecosystem.
